Definition: In the Bible, "23a" refers to a type or category of individuals that were considered to be "fools", or people who did not understand God's plan for salvation, but had enough understanding to have chosen unbelief over faith. This group included many Gentile believers from among those originally saved by Jesus Christ (Matthew 10:24-30), as well as other religious figures and scholars. The term "foolish" was a literal translation of the Hebrew word "abbayim", which means "to understand".
