It typically means cooperation, sacrifice, support, or cooperation towards shared goals, often related to political alliances, military alliances, economic ones, or religious or social ones. In the Bible, an alliance is described as being one of four main types: Israelite and Gentile (2 Samuel 15:30-44; Ezekiel 37:1-5), Jews and Gentiles (Isaiah 62:2; Zechariah 8:1), Gentiles and Jews (Romans 15:19-21; Acts 2:22), and against those who are against it, in the opposite direction from Israelites (Ezekiel 37:4, 9).
